Hello.
I have recently started Guild Wars. I must admit, it is quite a fantastic world! I hold the following campaigns: Guild Wars: Prophecies, Guild Wars: Factions, Guild Wars: Nightfall. However, I have not yet obtained the expansion pack Guild Wars: Eye of the North.
You may be wondering how I have so many campaigns at just the dawn of my adventure in Guild Wars.
To be honest, the account is not mine. It was a former account of one of my close friends. (The account contains various level 20's of unique professions).

I come here for advice. I started a Dervish quite some time ago. I leveled it up, obtained my secondary profession as an elementalist. Being the newbie I am, I had not an inch of knowledge in professions nor skills. Hence, I "screwed up" my build, if you will. Hence, I gave up on it (it didn't gain much; only up to level 8).
I am creating a new character. I am starting in the Nightfall campaign, and I will choose my primary profession as a Dervish. However, I need some general tips from you sages. (Yes, I have read the sticky for Dervish).
What should I choose as my secondary profession? Some say the best combination is Dervish/Mesmer. I am not quite as confident on that, so I humble myself to ask you folks.
Can you change your secondary profession? I heard it was possible. Tainted or not, someone in the game told me I need to be level 20 and do a quest or something.
From there, what build should I choose? I would like an all-around powerful build which is well suitable in PvE and PvP environments.
Can I have multiple builds/switch between builds? I have been wondering this for quite some time. Out of all the builds available, it is quite a hard choice on which to use. Can one have multiple builds? Can one switch between them (ex. Quest, then switch to PvP build for some fun?)
Where can I obtain Elite Skills? It seems almost every build contains an elite skill. I read they are quite powerful. Hence, in every newbie's mind; where and how can I obtain them?
What are runes? What do they do? Where can I get them? This has been an itch since I started Guild Wars. I need some clarification on this topic.
What are some major quests I should complete as a Dervish when starting out? If I don't finish the correct ones in the correct era of my time in Guild Wars, I might not advance as quickly as those who are well familiar.
Anyways, that is all I have to ask right now. I appreciate those who have taken their time to read and hopefully answer each of my questions.

1) Personally I'd say Dervish/Warrior for [Wild Blow]. If you're having problems with your party staying alive, maybe Dervish/Monk for some sort of reusable resurrection skill.
2) You can change your secondary profession after you complete the quest "Hunted!". Honestly don't know about the level 20 part because I don't think I've ever not had a character at level 20 before Ascension.
3) Look at the Dervish guide sticky; since you've read it you've seen some great options. We shouldn't choose your build for you. [[Wounding Strike] is great in both forms of play.
4) You can change your build and attribute points in any outpost (aka town), but not in explorable areas.
5) Use a [[Signet of Capture] on a dead boss that has the elite skill you want. The skill has to be from one of your two professions.
6) Runes upgrade your character, check out the Rune Trader in Kamadan if you want some.
7) All that you need to do are skills that are listed as "Primary Quests". Assuming you have the default setup, hit the L key to open your quest log and see what's there. Basically just look for any exclamation points over people and see what they've got.

So explain again why you're re-creating the same character twice?
You CAN change you're secondary profession, you CAN change your skills, you CAN change your attribute points. Infact the only thing you can't change essentially is your primary profession and since you didn't change that when you remade your character I don't see what the problem is.
You might say, meh it's only lvl 8 but it only takes 2 seconds to change your build, will take you a lot longer to re-do all the quests/missions etc.
But of course i'm going to be ignored because he will listen to the majority who failed to read his post properly and therefore missed the core of his post.
With regards to the question you asked about "powerful builds in pve + pvp" the trend generally is that a pve build won't work in pvp (either because they just abuse stupid pve monster AI or because they utilise pve skills) but a pvp build will work very well in pve and in a lot of cases is better than most of the pve builds.

Warrior or Monk I find to be the best. The Mesmer thing is mainly for farming I believe (don't play Dervish that much).

Yes, once you get to the mainland, you have to do a few quests, then you can (for Nightfall that is - Factions is right after the second Mainland mission and Prophecies is after the Crystal Desert).

Make your own and see what you like. A link to "Cookie Cutter" builds were posted above. But there really isn't a good build that works for both PvE and PvP. You're going to need at least two builds.

You buy a Signet of Capture from a skilsl trainer and capture the elite skills from bosses once you reach the mainland (on Factions and Nightfall) or the Crystal Desert (Prophecies).

Runes are things that you put on your armor to make your character better. But some (Major and Superior Runes) reduce your health. So you have to be careful which runes to put where. Also, they are non-stacking meaning they don't add the benefits (so two minor Scythe Mastery runes only add +1 not +2).

Go at your own pace. "Major quests" are just those under the Primary Quests section in your Quest Log (L), those are the only ones you need to do to progress in the game, but others give lore, extra gold/experience, some in Prophecies gives skills, so they are all worth doing.

Dude nothing wrong with D/E man, especially if you get an elemental scythe(perhaps left over from your friend? Deals massive damage. Please do not take Monk as secondary, too many of those and after making one myself(i later changed to /W and /E for secondaries) it was quite bad
Secondary prof change comes in Nightfall after you reach the Mainland and have completed a certain quest(might be Hunted! but not certain)
Runes, get from rune traders in BIG towns(Spamadon...I mean Kamadan)
Runes basically buff your attributes up, but if you get a Major or Superior rune of anything except Vigor, it will take away your health as a condition for the larger bonus it grants you. Plan carefully, and since you're just starting out you may want to only use minor runes. I must emphasize though, runes of the same attributes DO NOT STACK ie Don't place a minor rune of scythe mastery on one piece of armor, the place a superior rune of scythe mastery on another armor...
Sorry for the crappy and clustered layout but hopefully I have helped you some. Welcome to GW and hope you enjoy it!
EDIT: I just remembered something else. Be careful of the skills you buy, you want to make sure they're actually usable and decent(in pve standards). ie Intimidating Aura in my opinion is a piece of crap, do not buy it. If you haven't bought skills yet, they do increase in price up to 1000g as you keep buying. Then if you want to buy another skill(usually from a secondary profession at that point) it'll cost you a hefty 1k, depends how much you got i guess(then again maybe you won't care about money?) Signets of Capture are very useful, but don't cap everything there is out there unless you're going for Skill Hunter title.
